Summary/Abstract: This paper discusses the reasons for the emergence of minority nationalism. In the analisis of minority nationalism , broader political context is taken into account. Throughout the history of Serbia, the political leaders managed minority nationalism by changing the institutional design. However, the institutional design could balance the minority nationalism. The same institutional arrangements in the West and in Eastern Europe, did not give similar results. In the past, institutional design was created in such a way to satisfy the minority interests. Changing the institutional design has always caused the reaction of the minority members.
