Summary/Abstract: Local development is a complex and multidimensional process. Its participants are representatives of various political level and public administration; local government; the economy; as well as citizens bringing together a wide range of NGOs. Each of these entities has both the right and duty; within their respective competences and tasks set out by the relevant normative acts; to act in favor of local development. However; the essence consists in the fact that an appropriate tool is necessary which those bodies can use in their mutual relations. Such a tool seems to be a civil dialogue. Creating local development through civil dialogue has not yet had long tradition in our country. However; there are; conditions which allow for it and therefore it is worth using them.
