Summary/Abstract: Since the creation of the first authority of sectorial regulation in 1981, the concept of "independent administrative authority" has become the object of long discussions in Turkish administrative law. In these last 35 years, Turkish legal doctrine has been constantly scrutinising these authorities and in the meantime, in 2003 the legislator has created a new legal category entitled as "regulating and controlling authorities" and this category reunited an immense part of these authorities. This work, by attempting to present a large picture, shall be a research on the function of the regulating and controlling authorities initially in the institutional context and secondly, in the domains of both the protection of the human rights and the transparency of the administration.
