Summary/Abstract: The emergence of administrative agencies is closely related, especially in the American system, to the need of the government to liberalize the economy, while retaining the power to regulate new markets. The subsequent development of these agencies has demonstrated the political need to remove them from the influence of the other branches of government, especially the executive, in order to safeguard the individual rights. In Romania, the spread of the concept of agency has been accomplished particularly through the harmonization of the national legal system with legal instruments of the European Union, as well as with the help of legal transplants. This paper focuses on agencies involved in the protection of fundamental rights in Romania; in particular, it deals with the supervisory authority on the protection of personal data.
