CAPACITY OF PUBLIC LOCAL REGION OF NORTHERN DEVELOPMENT PLAN, TO ATTRACT AND MANAGING INVESTMENT IN THE FIELD OF NORTHERN DEVELOPMENT STRATEGY

Summary/Abstract: The present article is based on data collected within May 2-17, 2012 via a questionnaire administered to 1085 ordinary people and on the information obtained as a result of interviewing 243 experts from forty two mayoralties. We can judge about the ability of local administration bodies to plan, attract and administer investments depending on how the priority problems related to the plans of socio-economic community development that they face are reflected and on the degree of their implementation. The partial implementation of plans of socio-economic community development is an argument in favor of the conclusion concerning the insufficient planning ability of local administrations. According to the respondents’ opinion, the following is necessary to improve the services for investment planning, attracting and administration: the hiring process should be contest based; specialists should be motivated in the results of their work; permanent adequate trainings should be organized in the domain; local administrations should be open to citizens, economic agents, NGOs and mass media; the above mentioned entities should be more interested in planning and attracting investments; real decentralization should be established via financial self administration and processes aiming at solving community problems
