Summary/Abstract: The end of the Cold War created a vacuum in the attention of western political scientists and publics. The search for a new paradigm, a new dominant topic began. Besides “globalisation”, themes such as civil wars, local conflicts, regional humanitarian crises, etc., became highly topical. Of course, this was largely due to the emerging crises in various parts of the world, above all the disintegration of Yugoslavia and the Rwandan genocide.
