Summary/Abstract: Polish PPP projects are subject to many analyses and research studies with the persistent hope that findings help activate new ideas in a form of big tide of PPP projects. The differences between promises about Public Private Partnership projects and their real implementation are not Polish case only. Very interesting and important scientific studies about public and private cooperation problems have been done in many countries because national institutional factors and the uniqueness of individual projects create complex and difficult conditions for both parties of PPP. The author presents the classification of problems with the creation of PPP and long-term cooperation in this form based on the international and Polish literature. Having this background the author focuses on the spatial distribution of the PPP projects and ideas in Poland. The aim of the research is to identify leaders and laggards in terms of initiating and implementing projects in cooperation with private entities and the search for sources of different activities of public entities at the local level in historical and social conditions. The author is also interested whether the stability of the local executive has an impact on the studied problem.
