Summary/Abstract: In the recent years, issues related to literacy, become more actual in view of the results in different types of written exams – state graduate exams, national external assessment, PISA, etc. Unfortunately, MES only register these problems, but is unable to resolve them adequately. Proposed by experts from MES strategy is superficial and inaccurate regarding the current state of society and the school.
