The impact of co-financing from the European Union funds on the profitability of public projects

Summary/Abstract: The objects of public projects are often non-production investments. The goal of their realization is to improve working conditions and living conditions of the population (housing, amenities and cultural units). The usefulness and the availability of the results of the project are also not without significance for cities (districts) dwellers. It is known that some services must be provided and investments connected with them must be made. Building or modernizing sewage treatment plants and water/sewage systems, which have been realized in recent years in many districts, can be included to such investments. The article presents the evaluation of financial effectiveness of “The Second Stage of Modernization of Water and Wastewater Treatment in City X”, co-financed from the European Union funds. The evaluation is made for two variants: in the first case capital expenditures are calculated as the total cost of the project, whereas in the second, as own outlays of PwiK in city X. The article also shows the conducted impact simulation of co-financing of the project from the EU funds on the possibilities of stimulation of water/sewage service charges.
