Summary/Abstract: Besides knowing the risks and threats in all aspects - sources, manifestations, means, techniques - developing the capacity of anticipation, based on knowledge and education it is fundamental. To this end, the development of adequate systems in order to discover the hazards, risks and threats in view of preventing their occurrence, through the combined use of both military assets and civilian instruments, is compulsory.
