Summary/Abstract: Does the European Parliament gain more and more power in the EU’s decision-making processes? Or perhaps it merely plays a marketing role and attempts to legitimize the integration but without increasing its actual political position, or even masks the growth of the real power of other actors, first and foremost intergovernmental institutions and the largest Member States? Then the Parliament’s action should be compared to a phenomenon referred to in political science literature as “institutionalized hypocrisy.” To answer these questions, the author analyses negotiations on the 2014-2020 multiannual financial framework (MFF).
