Summary/Abstract: The theory of economics predicts that when there are no transaction costs the economic agents should be able to reach an effective allocation of environmental property rights in a process of bilateral negotiations. However, some authors suggest that under the asymmetry of information such negotiations might fail to be efficient. The paper provides a theoretical analysis of the problem, as well as the results of the experimental studies. The participants of the experiments bargained over the prices and quantities of emission rights. The results show that such negotiations might fail to reach a Pareto efficient allocation, and thus underline an important role of the state in reaching the social optimum in case of externalities.
