Summary/Abstract: The main goal of the following study is to identify and diagnose the debt of Polish cities – centers of metropolitan areas. The first part of the article indicates the nature and criteria for distinguishing such centers, with reference to the theory postulates, government documents concerning the spatial development of the country, as well as the initiative and activity of the cities forming the Union of Polish Metropolises. The second part is the analysis of debt of 12 metropolitan cities in the years 2007-2014. Subsequently, the analytical considerations are referred to the problem of operational budgeting in context of shaping the operating surplus and expenditure covering debt service cost. A summary consists of conclusions indicating the potential of metropolitan cities in the new financial perspective of the EU funds absorption, undertaking and funding further development projects.
