Summary/Abstract: The free and open source software ‒ FLOSS is becoming more and more common in the information systems of public administration in the last fifteen years. This trend is pronounced in the whole world, and has been especially intensified in the EU countries since 2008 as a measure of cost reduction in the public administration and of reducing the dependence on suppliers. This paper researches the advantages of free and open software from the perspective of its application in the local self-government. In addition to the already stated, a comparison is made between the use value of software in the public administration of Germany, Italy and Bosnia and Herzegovina. The research carried out in four units of the local self-government in the West Herzegovina Canton emphasizes the challenges and obstacles of the FLOSS software application in the local public administration. Also, the paper analyzes the possibilities of migration onto the FLOSS software in information systems of the local self-government and points out the advantages of potential migration.
