THE SEVERE DEPRIVATION HOUSING DEGREE AND THE MIGRATION INFLUENCE IN THE RURAL AREA OF CONSTANŢA COUNTY

Summary/Abstract: This paper focuses on analyzing to what degree could the living conditions from the rural area of Constanţa county affect the migration of the population to this area and if they represent an attraction or a rejection factor. “The severe housing deprivation degree” is an indicator which emphasizes the life quality of both living environments: the population percentage which lives in overcrowded households and has one of the defining elements for “housing deprivation”, and also the roof problems, the lack of showers and of toilets inside the house (indoor toilets) which also have a poor lighting source [1]. Romania reports to have a major offset between the rural and the urban areas, regarding the living conditions, situating itself in the category of countries in which the urban is far more developed than the rural (I am referring to former communist countries which have entered the EU in 2004 and 2007), compared to the EU-15 states, with a more active rural environment [1]. If the difference between the living conditions from the rural area and those in the urban area is indeed so significant in Romania, how can we explain the fact that the statistic data given by INS after the last census (2011) shows a migrating tendency towards the rural, recording positive values in the last decade [2]. At the level of Constanţa county, the population from the urban area has risen from a 27.39% to a 30.14% due to migration. Important changes have been seen in the ZM Constanţa towns (Cumpăna, Valu lui Traian, Mihail Kogălniceanu, Lumina) and also in the coastline ones, where the rural offers better living conditions than those from the city, the highest level of comfort, fresh, clean air and quiet.
