Summary/Abstract: Ageing population in Europe causes a number of social and economic problems. Health policy and the quality of healthcare affect the health status of older people and thus the quality of their life. This paper is an attempt to evaluate health policies in the European Union countries in the quality of life context. Data Envelopment Analysis method and the helmsman concept, commonly used to evaluate policies, were adopted. Variables which describe the indirect results of the health systems performance were included: life expectancy at 65, healthy life years at 65, self-perceived health by retired persons, people having a long-standing illness and limitations in usual activities due to health problem. The ranking of countries was created and the directions of the desired changes in health policy were indicated for countries with poor results.
