Finance management in cities with district rights.

Summary/Abstract: Requirements of the management process ought to be included in the activity of self-government units. An important aspect of this process is the management of finances, which affects the economic standing of self-governments. Financial standing is crucial to the functioning of cities with district rights. This includes the volume and structure of budget income and spending, as well as relations between them which determine budgetary deficit or surplus. The objective of this article is to discuss the elements of finance management process in the context of the analysis and assessment of the following budget items: income and expenses and deficit or surplus, collectively for all cities with district rights in Poland in the years 2008-2012. These considerations shall take into account the effect of these figures on finance management in self-government units concerned.
