Summary/Abstract: Building competitive advantage in business practice is natural. Local government units, especially in the first decade of the twenty-first century, has intensified activities to develop its conditions of development in a manner appropriate to the business practices. According to the concept of New Public Management, which includes innovative research and implementation having on target the adapt to the public sector ideas, methods, techniques and institutional arrangements used in the private sector, local government units generally increased care about the financial stability and building the foundations for permanent and sustainable development.
