Selected problems of the functioning of public health care organizations in the light of the new act of health care activity

Summary/Abstract: The paper presents selected aspects of the medical public entities functioning with the introduction of the new act of health care activity. Among particularly significant empirical problems of application of the rules of the new law, also from the perspective of the functioning of teaching hospitals, there should be noticed the ambiguity of the employment contract signing with academic teachers using the task time system, doubts about the proper construction of the organizational rules paper, proper administrative staff working time setting, or the founding principles of the main fund in the public health care organizations, as well as the aspects of the negative financial results coverage by founding body. Finally, attention is paid to the expansion of the group of beneficiaries of public funds, and the growing position of private medical entities over public medical entities in the health care services’ market.
