Summary/Abstract: "Over the last two decades, the European Union has had a tremendously successful foreign policy in one very important area: regime change in neighboring states. In contrast to the current U.S. administration, which predicted that successful democratization in Iraq would cause other non-democratic Middle East regimes to fall like dominoes, the EU has a very impressive track record in undermining non-democratic European regimes, and pushing its European neighbors from various forms of authoritarianism or partial democracy to highly institutionalized liberal democracy."
