Summary/Abstract: In the light of the social doctrine of the Church, local government is the source of dynamism of local community. It achieves the goal making the community more personal, autonomous and active. Creating this kind of vision of the community, the local government makes the people forming the community, more dynamic, active, autonomous, and conscious of their civil rights and duties.
