Contemporary Challenges Regarding the Superior Chambers of Parliaments

Summary/Abstract: This article highlights the importance of initiating debates concerning upon the place and the role of the Upper Chamber in Romania. There are underlined the main challenges to which the Romanian Constitution review has to provide concrete answers over the next period of time. The article is trying to identify some reflection axes to give impetus to the Senate participation within the institutional process. The current institutional framework needs urgent intervention in order to avoid duplications and promote stability and continuity, on one side, and acting as an efficient institutional brake, on the other side. In a continuous changing domestic and European context, the author believes that a bicameral system is still necessary buy has to be refigured as regards the competencies of the two Chambers.
