Summary/Abstract: Decentralisation is one of the basic notions existing in the discussion on the modern country. What is important is to establish the place and definition of the notion of decentralisation in the doctrine. It can be noticed that in the views of the constitutional law specialists, the rule of decentralisation of the public authority is not well established, even though it is described in Chapter I of the Polish Constitution, unanimously described by the authors as the set of basic constitutional principles of the Republic of Poland. The analysis of the items included in the bibliography allows to formulate at least a couple of critical conclusions. The excessive use of views of the doctrine of administrative law and of the decisions of the Constitutional Court is striking. In addition, there are no theoretical reflections on the constitutional law institutions or even the constitutional laws arising from the Constitution. The reason for this state of affairs may be the deep crisis related to teaching constitutional law, which has been noticed by some of the representatives of the doctrine.
