Summary/Abstract: The European Commission aims to simplify the system, as seen in the current pro- grams. The point here is all about multi-annual programming, partnership, co-financing and evaluation. The seven-year programming period has been proposed by the Com- mission, both in relation to the budget, as well as other Community policies, including cohesion policy. Programming is based on an integrated plan (program) development, combining within a single and coherent structure, precisely targeted investment in equipment, infrastructure, innovation and human resources, take into account the specificities of each region. The main principle in which they are programmed and managed funds, promote public-private partnerships has become a principle of partnership.
