Summary/Abstract: Reconstitution of the commune self-government is a new stage at narrowing the civilization gap as far as the access to basic municipal infrastructure is concerned. Commune investments, such as water supply and sewage systems, have become a priority, especially in the countryside areas and their number increased after Poland joined the European Union. On the other hands local government was given the full responsibility for meeting the standards laid out in the EU directives regarding the municipal services. Various organizational forms have been used by the communes to fulfill municipal services tasks. Some of them were the direct involvement of the communes and conduct- ing the investments on their own, commune-owned entities, and commercial companies and partnerships. As of late, the public-private partnership has been used as a new means of managing municipal services.
