Summary/Abstract: A sufficient level of performance is both a goal and a necessity. In the current economic conditions, the reaffirmation of the principle of the increasing economy and efficiency of public sector activity, the activity aimed at continuously performing management of public funds has become a prerequisite for the management of public organizations.A special aspect of the management of public funds management, public procurement represents a segment with a share of almost a fifth of global GDP, acting as an active part of world trade. Conceptually, public procurement has evolved steadily including legal provisions kept pace with the needs and necessities objective public authorities and economic operators. Objectively determined needs of public organizations have to meet through public procurement with the economic interests of private operators acting in the market aiming to continually achieve performance.
