Summary/Abstract: The main goal of this study is to underline the political criteria which were the basis for the process of staff selection. The study focuses on the People’s Commissariat of Public Education. Those who were selected to occupy positions in the state or party apparatus according to the new class criteria were likely to become devoted and easily manipulated and controlled. For this paper we used unpublished sources – the documents of the personnel records of the Central Committee of the Moldavian Communist Party and the records of the Moldavian SSR Council of Ministers.
