Financing of environmental investments in Poland

Summary/Abstract: Rational use of resources and environment protection require specific expenditures, which generally exceed the financial capacity of individual investors. The problem is thus the relation between public and private funds in the financing of environmental investments. The needs for such financing result from the obligation of the EU rules implementation and from a necessity to reconcile economic development with care for the environment. Therefore, the aim of this paper is to present the main issues and challenges in environmental investments financing in Poland. These issues relate primarily to changes in the functioning of ecological funds and to the difficulties of local governments in meeting their assigned investment tasks. The analysis was carried out based on the background of changes in the structure of sources of the financing investment. The primary source of data are public statistics, literature in the field of environmental protection and sustainable development and legislation. The pilot survey results conducted in 2012 among local authorities in Janowski district municipalities (6 rural and one urban-rural municipality) were also used in the analysis.
