Summary/Abstract: The paper will present the key assumptions of the “National Programme for Counteracting Racial Discrimination, Xenophobia and Related Intolerance in Poland in 2004-2009”. This programme was developed as a response of the Polish authorities to the resolutions of the Durban Conference. Assumptions of the Polish Government underwent evaluation and control by the Commission on National and Ethnic Minorities of the Polish Parliament. In 2010, the Polish Government favourably evaluated its implementation. Members of the Polish Parliament, national minorities and non-governmental organisations participating in this programme were of the opinion that accomplishments and outcomes of the programme were modest, whereas elimination of hate speech, particularly in politics, popular culture and sports, would be difficult without a clear and reliable support from mass media, institutions, citizens and authorities at all levels.
