Summary/Abstract: Before 1978 there was a highly centralized system of planned economy in the Peoples Republic of China. Managing it required an extremely overdeveloped administration. That made companies unprofitable. In 1984 the Chinese government decided that the StateOwned Enterprises should be reformed. Then the reform of SOE was given a priority role and in 1993 the fourteenth CPC Central Committee announced that the aim of the reform of the State-Owned Enterprises would be to create a modern corporate system. In this article I discuss the four stages of the reform of the State-Owned Enterprises in China. In addition, I show the impact that this reform had on other sectors of the economy. Moreover, the initial part of this article is devoted to the discussion of the four modernization policies that were to take place in post-war China.
