Summary/Abstract: Debt incurred by a sovereign country against interest and will of its citizens is usually described as „odious". The context within which the existence, content and consequences of odious debts is being discussed is usually state and government succession. Although the concept of odious debt is not legally binding, many civil society organizations invoke it in the developing countries' debt renegotiation process. Despite moral justification for the theory, its use and regulation appear controversial. The aim of this paper is to present major issues in the odious debt debate, especially odious debt definitions, examples of such debt, and controversies related to this concept
