Summary/Abstract: Romania’s foreign policy after the fall of the communist regime can be summarized as follows: no difficulties were to be created for the Soviet Union, as Mihail Gorbaciov’s attempts at reform were facing severe problems at the time, foretelling the imminent crisis; a new framework was to be found, destined to develop the bilateral relations; Basarabia was not to be encouraged to pursue demands for unification with Romania. On this particular issue, the presidential advisor at that time, Mr. Ioan Mircea Pascu, with whom I met on the 9th of February 1991, stated that the official position can be summed up in one sentence: “Brothers should not necessarily live in the same apartment”.
