Summary/Abstract: This study is an attempt to investigate a theme of rivalry non-parliamentary parties and groups at regional level and tries show that the parties have a dysfunctional impact on the efficiency of the local overnment. In addition, paper attempts to penetrate _ Szczecin social world and the world of politics who form it (or try to form) and who enter into complex relationships with the reality and the complex relations between each other politics. As a remedy to the impact of the 'old' political parties at local government level may be provide an alternative option to stand - without the support of the party, as a nonpartisan politician. Acting in public, it happens that the candidate prefers to remain as independent figure, not associated with any political party. Politics, though it's a team game, is increasingly becoming a field for individual action. That political independence of candidates was presented on the example of activity of Malgorzata Jacyna-Witt. Politics can in fact deal with all those who are involved in the social life of their country. Politics not only seduces men - it attracts people of each sex. Also ladies in this area can realize their dreams and visions. In Szczecin live and work many wonderful, courageous women who acting for more than half of the local community want their voice heard and to have a real impact on their lives and their families in the city and the region. This paper seeks to answer the following questions: Is being nonpartisan has future or it is just a political aberration? What events have determined such attitude of politicians? Who gain the greatest impact on the local authority? Do non-partisan politicians manage to realize assumptions, guidelines on the political agenda? Is that formed system of government has been sustained, or will it require modification? The authors examined the issue of the diversity of governance in a situation when a candidate is independent politically and when represents a particular political party came to the following conclusions: the practice of public activity as a non-partisan politician has a future. In politics, local activists can operate outside the party, because such an attitude is the social capital that allows "taking matters into your own hands." Activity of Malgorzata Jacyna -Witt is a very good example of it.
