Summary/Abstract: Bosnia and Herzegovina’s EU accession process is jeopardized because reform commitments have not been met. This has marked the failure of the EU strategy built on its “reinforced presence,” established in 2011. It is highly likely that BiH faces two moreyears without progress toward integration into the EU. Meanwhile, its institutional, economic, and social deterioration continues, with unforeseeable consequences. This paper analyzes the reasons for and effects of the EU’s policy failure and lays out a proposal for a philosophically new policy approach.
