Summary/Abstract: If, as FDR said, “the only thing we have to fear is fear itself,” why are we constantly being told there’s so much to fear? What is the aim and impact of anti-terrorism policy? Events since 9/11 have raised questions about law, culture, religion, politics and militarism. Do we best combat terrorism by military might? law enforcement? intelligence? diplomacy? shared prosperity? a combination of these? Why have the U.S. and NATO focused so heavily on a military response? Is the purported clash of civilizations real? pretextual? manufactured?
