Summary/Abstract: The article studies the migration policy making and sets as an independent variable ideology. The innovative element suggested is that ideology can be constructed not only from above, but also from below. In other words, the classical explicative model would develop from the definition of a situation as a social problem by a group with cultural capital to the awareness of the social problem and imposition of a policy. Contrary to this, the article makes the distinction between formal and informal ideology and furthermore, institutionalized and noninstitutionalized ideology. While the formal ideology is placed at the level of the state managers and power elites, the informal one forms the culture of migration and motivates towards action. I focus in the analysis on the system of migration formed, on the one hand by Romania as a sending country and its policies of emigration, and on the other hand, Italy and Spain, as receiving countries. Italy and Spain are similar countries in the European migration system. Regardless of the similarities, their migration policies are different. This leads to the assumption that there are other variables more important in explaining migration management; such as the ideology on migration. Articolul doreste sã studieze procesul de realizare a politicilor si plaseazã ca variabilã independentã ideologia. Elementul de noutate adus de articol este ideea cã ideologia se poate forma si de jos în sus, nu numai de sus în jos; i.e de la clasele conducãtoare. Modelul explicativ clasic se dezvoltã de la definirea unei situatii, ca o problemã socialã, de un grup cu capital politic cãtre impunerea unei politici. Contrar acestei evolutii, articolul propune distinctia dintre ideologie formalã vs. ideologie informalã si dintre ideologie institutionalizatã vs. ideologie ne-institutionalizatã. În timp ce ideologia formalã se plaseazã la nivelul conduc ãtorilor statului si elitelor de putere, cea informalã ia forma culturii migratiei si apartine migrantilor, motivând la actiune. Am centrat analiza pe fluxul de migratie din România cãtre Italia si Spania. Italia si Spania sunt tãri similare în sistemul de migratie european. În ciuda acestor similaritãti, politicile lor de migratie sunt diferite, ceea ce ne conduce la asumptia cã sunt alte variabile mult mai importante în explicarea politicilor de migratie, cum ar fi ideologia . atât cea institutionalizatã, cât si cea neinstitutionalizatã.
