Summary/Abstract: This article describes the causes, extent and effect of drought in 1946 for the rural population and pockets of hunger in the Urals village. Shows the dimensions of the disaster and the struggle of the central and local government and Party officials, rural workers to the disaster and attempts to reduce the impact of drought on crop yields and total grain. Considered public procurement and their implications for the Ural village.
