Summary/Abstract: Deepening economic crisis and increasing pressure on public finances have turned Member States’ attention to a shape of the EU budget in 2014-2020. The EU countries mainly care about their net contribution to the budget – what they pay into the budget and what they get out through EU policies. Thus, they manipulate EU policies in order to receive acceptable share of the EU money. Such a redistributive mechanism is perfectly visible in the Common Agricultural Policy, where a lot of net payers are simultaneously the best beneficiaries of the CAP. Therefore, reframing the EU budget is needed to shift EU spending into policy areas, which can secure the highest added values. Particularly, the own resources part of the EU budget should be reformed as independent from gross national income contributions of the Member States.
