Summary/Abstract: In the article, it is argued that under current conditions, the EU’s smart, sustainable and inclusive growth policy has elements of wishful thinking, and resource use is unlikely to be reduced. The theoretical support for this argument is based on elaboration of the following issues: priority of economic growth, factors hampering rapid technological change and multilevel governance. The identification of such factors may be useful in developing policy.
