Summary/Abstract: Geographical determinants and economic potentials, consisting of natural and social resources are a necessary factor and pre-requisite for economic development. More accurately, these include available natural resources, human and working resources, achieved economic level and its structure, creating factors of technical progress and its effective use. Systematic, quality development management is a factor and pre-requisite for economically more active use of these available resources. The absence of this factor, development management, makes these resources “dead capital”, of low economical effectiveness. There are both natural and social resources Bosnia and Herzegovina dispose with, which are sufficient for accelerated and stable, high-quality economic development. Thus, the achievement of their economically effective utilization depends solely on the subjective development factor, i.e. development management. This factor is “in the hands” of politics and authorities, legislative and executive.
