Summary/Abstract: This article analyzes representations of prostitution in the early 1920's. The main directions of work of commissions and councils combatting prostitution in the Urals are analyzed. The author shows the effect of legal uncertainty on the fate of women, the transformation in the minds of men employees of party and government organs content coming from the center of instructions.
