Summary/Abstract: The survival of secrecy culture in the exercise of public authority in Croatia, inherited from the authoritarian past, is serious obstacle to the establishment of rule of law institutions. Adoption of regulations that would bring order in the area of access to official documents, as a means to increase the public exposure of the Government work, is an important phase in the democratisation of the Croatian political system. Croatian Parliament enacted Law on the Public Access to Information in October 2003, as per Government’s National Programme for Fighting Corruption adopted in March 2001.
