Summary/Abstract: Functioning of state depends, among other things, on constitutional norms on organization and decision-making methods of state institutions. These issues are not always adequately regulated. Therefore it is possible to have different interpretations of constitutional norms which affect functioning of state institutions. In this article the author analyzes parts of materia constitutionis which are incompletely or unclearly regulated, different methods of their interpretation and consequences which they produce on functioning of institutions. Parts of materia constitutionis which are differently interpreted are: human rights, division of jurisdiction, legislative and executive power, constitutional basis for creation of state judicial institutions and Constitutional revision.
