Summary/Abstract: Moldova has only joined the Stability Pact for South Eastern Europe belatedly in June 2001. But while the Stability Pact remains committed to integrate Moldova into regional processes where this is feasible, such steps require a clear commitment to reformations from the Moldovan Government as well. On one hand, important steps have been taken to integrate Moldova into the network of free trade agreements developed in South Eastern Europe. On the other hand, the investment climate in Moldova is still lagging behind the rest of the region, with Moldova loosing out on crucial foreign investment. In this situation, Moldova should take best advantage of all instruments at its disposal to move ahead on its path towards Europe. In this respect, the Stability Pact and the newly developed European Neighbourhood Policy of the EU are complementary instruments that should be perceived as such.
