Summary/Abstract: Moldova is the second most corrupt country in the entire former socialist world after Azerbaijan, according to a report prepared by the local Centre for Strategic Research and Reform. One can draw this conclusion even by simply observing the continuous lack of a proactive dialogue between civil society and the government. This phenomenon has achieved such proportions in Moldova as practically to stop the development of the country, already facing problems of economic development, external debt, a budget deficit, lack of social protection for its citizens and, above all, poverty. In 2000, over half the population perceived economic reforms in a very negative manner, considering them to be the main cause of poverty.
