Summary/Abstract: The aim of the article is to illustrate both causes and consequences of the presence of institutional distances (competence inadequacies), and to provide their classification regarding the cross-border administrative regions of the neighbouring countries. From the presented considerations, one can conclude that the institutional distance in the case of such regions may: • endanger the development (enforce the peripherality) due to the lack of competence of the surrounding areas, • represent opportunities (stimulate development), for the surrounding areas as they are characterised by the excess of the competencies. Trying to overcome the institutional distance may become a premise for reforming the regional division and the system of the administrative regions of the neighbouring countries.
