Summary/Abstract: High Representative Ashton has placed the Western Balkans, and especially Bosnia and Herzegovina, as the focus of her foreign policy. This decision was based in the fact that EU policy in the Western Balkans has been very effective over the past ten years due to the wish of all countries in the region to join the Union, resulting in their willingness to accept a policy of conditionality.
