Summary/Abstract: Investing în human capital and its medium and long-term results concern all countries competing for progress and prosperity, and especially the new countries that joined the European Union. However, investment în human capital, namely în education, training and health, concerns, on the one hand, formation and scientific training of available human resources and, secondly, human resources adaptation to economic structural changes imposed by scientific and technical progress, based on efficiency criteria.
