Summary/Abstract: In the article for the first time an attempt is made to reconstruct the main stages of the creation of agencies of naval counterintelligence on one of the most crucial sectors of the country’s naval defense — the Baltic sea. The article considers not only the organizational and staff structure of these agencies, development of the legal basis of their activities and the formation of the first counterintelligence courses, but also the tragic end of the short history of the naval counterintelligence of the autocratic regime.
