Summary/Abstract: The article considers theoretical basics of a poorly studied episodes during the early period of the Great Patriotic War of 1941/1945, military actions of North-Western front troops at the frontier of the Pskov fortified locality. It substantiates the necessity of separating the complex of said military actions as an independent military history issue. It introduces the concept of Pskov Fortified Locality Defense (1941) and presents its basic content.
